Community Development Project at the Urban Justice Center;
On April 26, 2019, CDP and Flanbwayan Haitian Literacy Project (Flanbwayan) released "Left Out: The struggle of newly arrived Haitian immigrant youth enrolling in New York City high schools through Family Welcome Centers." When immigrant high school students arrive in New York City, their high school admissions are processed through Family Welcome Centers, offices set up by the Department of Education to provide transition services for immigrants and others who are new to New York City. This process is fraught with challenges, and often gives young people little, if any, choice in what school they attend. The report, based on over 150 surveys conducted by Flanbwayan, details the experiences of Haitian youth who enrolled in high schools though Family Welcome Centers. The research reveals significant barriers to education for Haitian immigrant students in New York City. Findings from the report include that Haitian students enrolling in school through Family Welcome Centers are not being asked about their academic preferences and interests, are being placed in schools that are incompatible with their needs and are faced with a lack of information to make informed choices about their academic futures. The report offers policy recommendations and reforms to address the systemic challenges faced by immigrant students enrolling through Family Welcome Centers.

Hurricane Maria's devastation of Puerto Rico and other coastal communities in 2017 was a sobering reminder that climate change is happening now, and that the impacts hit hardest in low-income communities, communities of color, and communities historically overburdened by an extractive economy built on fossil fuels. For Latinx communities across the United States, the threats of climate change compound existing inequalities, including poverty, discrimination, proximity to environmental hazards, and challenges in immigration status during this malicious current federal administration.
Community Food Advocates;
Community Food Advocates has just completed a new report of the first year of the Universal School Lunch program, with a deep dive into how the program has worked in high schools - where the students have been the hardest to reach. We visited high schools in all five boroughs, totaling 132 high schools in 54 buildings. We met with school administrators, cafeteria staff and students.
Our visits to high schools helped us identify practices that can promote the program and encourage students to eat school lunch. These findings form the basis of our recommendations to the Chancellor, the Office of Food and Nutrition Services and school administrators.
We are pleased to report that high school students' participation increased by 15.2% - with little public promotion of the program. And high schools with the new Food Court-style cafeteria redesign increased participation by 31%! That is why significantly expanding the number of schools with the cafeteria redesign model remains a high priority for the Lunch 4 Learning Campaign.

After John D. Rockefeller, Jr. was appointed to serve on the New York White Slavery Grand Jury, he began a long commitment to the cause of prostitution and sex trafficking. This research report outlines initial conclusions based on a review of records in the Rockefeller Archive Center for the ten years after Rockefeller's service on the grand jury. The research report summarizes findings from the archives, previews arguments deriving from the archival documents, and suggests additional future directions for research.
Immigrant Defense Project;
The Immigrant Defense Project closely monitors ICE activity at state courthouses in New York and around the country. Under the Trump administration, we have documented an alarming 1700% increase in ICE arrests and attempted arrests across New York State. The consequent threats to universal access to justice and to public safety are tremendous, as immigrant communities become too afraid to seek justice in criminal, family, and civil courts.

Paul Monroe was a pioneering leader of international and comparative education. His greatest contribution to comparative education came from his leadership of the International Institute of Teachers College during 1923-1938, where he led and practiced the teaching and research on comparative education with dynamic international outreach and engagement in investigation of educational systems and conditions of many countries. Monroe played a key role in shaping the development of comparative education as an academic field during its formative years. He and his colleagues trained the first generation of comparative educators in North America and elsewhere. Paul Monroe was also significantly involved in the modernization of education in countries of Asia and the Middle East, when the influence of the United States expanded in these regions primarily via the work of private institutions in the first half of the 20th century.

Good paying jobs are growing in every borough of the city, but many New Yorkers, especially low wealth New Yorkers of color, remain disconnected from those jobs.
While 57% of jobs in the City are good paying jobs, they are less likely to go to local residents of color. Communities of color are not only excluded from the City's economic boom, they are at greater risk of displacement as housing costs rise and access to good paying jobs remains limited.

The Bureau of Applied Social Research (BASR) at Columbia University was an important location where Paul F. Lazarsfeld and his researchers developed methods for the statistical analysis of audience interpretation of mass media messages. Although several studies exist of Lazarsfeld and the BASR, no attention has been paid to the numerous women who worked there. In fact, the very history of Communication Studies, with a few exceptions, overlooks the important role women's work played in the development of lasting theories of mediated communication, as well as methods for audience research. By 1949, seven women were listed as members of the BASR on the bureau's letterhead: Jeanette Green, Marie Jahoda, Babette Kass, Patricia L. Kendall, Rose Kohn, Louise Moses, and Patricia J. Salter. The work histories of these women show that, during the 1940s and 1950s, female social scientists negotiated the pursuit of careers as social scientists with several important pressures. These pressures included gendered expectations regarding female employment, foreclosure of entrance into tenured academic positions, anti-communism of the early Cold War, and foundation-based funding opportunities for research. This research report outlines some of the work histories of the women conducting audience research in the 1940s vis-a-vis foundation-based funding opportunities.

I visited the Rockefeller Archive Center to research the William H. Whyte papers for my doctoral dissertation, "Transactional Terrains: Partnerships, Bargains and the Postwar Redefinition of the Public Realm, New York City 1965-1980," that traces the architectural and urban history of the privatization of the public realm. At the center of the research is New York City during the "urban crisis" years of the 1960s. The period saw an ongoing shift in how city and state governments initiated, financed, and managed architecture and urban development. As an administrative apparatus of crisis management, the public-private partnership was the fiscal and legal device that was at the center of this shift. With the public-private partnership, there was an increased emphasis on transactions between jurisdictional authorities and private sector actors. The 1960s witnessed the beginnings of organized cultivation of private sector participation by city and state governments, in the funding, management, and provision of public goods (parks, plazas, and housing). By examining the ecology and economy of these public-private partnerships, the dissertation seeks to examine the privatization of the public realm in New York City as a series of complex intersections between the city's economic, political, urban, architectural and real-estate histories beginning in the 1960s. Urbanist William H. Whyte's writings, research, and speeches on the design and value of public spaces in New York City have shaped policy and theory in architecture, urban design, and planning since the early 1960s. He was a prominent figure, specifically for my first chapter.
Citizen's Committee for Children of New York;
Citizens' Committee for Children of New York (CCC) has worked over the last year to gather quantitative and qualitative data about the North Shore of Staten Island to provide a comprehensive assessment of the needs of children and families in the area, as well as the resources available to them. CCC's model for community-based research utilizes existing government data on child and family well-being and complements it by mapping community assets and elevating the voices of service providers and community members through a participatory research process. This work builds on our experience maintaining the nation's most comprehensive municipal-level database illustrating the well-being of children and families in New York City, Keeping Track Online.
In this report, we highlight both welcomed and worrisome trends districtwide and across the seven neighborhoods that make up the North Shore—Grymes Hill-Park Hill, Mariner's Harbor, Port Richmond, Stapleton, St. George-New Brighton, West Brighton, and Westerleigh—and compare these outcomes against borough and citywide averages.
In order to address the challenges faced by children and families on the North Shore—and in Staten Island broadly—residents and service providers have come together to engage in efforts to improve outcomes across the range of issues impacting child and family well-being. This includes several collective impact initiatives, a term describing a systematic approach to collaboration among organizations aligned by a common agenda, shared measurement systems, mutually reinforcing activities, continuous communication, and support from a backbone organization tasked with coordinating the partnership.
CCC's data collection and participatory research process are designed to inform and support efforts in the community to improve well-being for children and families. We believe that reliable data is a foundational element of effective advocacy, and that community engagement elevating the voices and concerns of residents is essential in identifying the challenges that need to be addressed. We are hopeful this report will be a useful tool as residents and service providers continue working to improve outcomes for children and families on the North Shore.
New York Immigration Coalition;
Swept up in the Sweep: The Impact of Gang Allegations on Immigrant New Yorkers details the Trump administration's using supposed-gang enforcement to carry out punitive immigration policies. Through an extensive field study, the report shows how Immigration and Customs Enforcement (ICE), with other federal agencies and law enforcement, uses arbitrary methods to profile immigrant youth of color to allege gang affiliation. The report was written in collaboration with the New York Immigration Coalition (NYIC) and the Immigrant and Non-Citizen Rights Clinic (INRC) at the CUNY School of Law.
